What major difference would I gain in buyin a drive that cost me £19 more just because it has a 2x faster read time.

For me speed is not at the top of my list for things to look at.
Speed is nice but its not the main thing to look at for drives. The drives capabilities in areas of what media does it support, how easy is it to upgrade since blueray drives need access to new keys for new disc's. does it support the current max capacity media, does it support the newest format of blueray disc since this changes. I would say no 8x v10 is not really worth the 19 increase but the other example would. that 8x drive could be way better then the 10x or the 10x way better then the 8x and has the speed bonus.
really you need to do your research on the drives.
