I think his English is a little challenged, but it seems to me that what he has is an old HP IDE burner in an external USB box that he wants to remove, and install a hard drive in the box instead of it, so that he has an external USB hard drive instead of a USB burner.
I suppose you can only try it and see if it works - it would depend on whether the IDE interface in the box is standard or maybe will only work with a burner.
