I have flashed (2x) using vup99L/e1007.hex from dos prompt from boot disk and had the message that the comparison : good however the DVD still shows locked. Any suggestions?

The links in the top line(s) of each drive entry on this site point to "official" region-protected firmware. By my reading the link to patched firmware for your version is "Patched X021 RPC-1" (filename X021.hex). I think you've flashed official firmware by mistake.
