It's a PCMCIA interface external DVD drive. Actually the DVD-ROM is a Toshiba SD-C2402. How can I flash this machine? Thanks!

Short answer is that you can't, unfortunately. Most flash programs were designed to be used under DOS using the IDE bus. They don't understand the more exotic interfaces like PCMCIA or Firewire.
The only way you can do this is remove the drive from its enclosure and flash it by attaching it to the IDE interface on a compatible laptop. Alternatively, if you can find some kind of adapter that links the drive to a standard IDE bus on a desktop machine, you could do it that way. Can't say I've ever run across such an adapter, though.
